What is the process to upload chapters for a brand new series now?

But the little white flag thing isn't there anymore? I knew to upload this way in the past, but ever since it was disabled I no longer know how to contact the webmaster for uploads?

I just searched more into it and read you have to email the mangago admins and request to upload a new series.
